What is a claims adjuster?
Updated · By Robert Breen
A claims adjuster is the person who investigates an insurance claim on behalf of the carrier (or, for a public adjuster, the policyholder): inspecting the damage, reviewing the policy and determining what the claim is worth. The carrier's adjuster works on the payment, while the agent who sold the policy usually helps the client through it.
Why it matters for a small business
Clients often don't know who does what. They call their agent asking when they'll be paid, but the agent doesn't decide that; the carrier and its adjuster do. An agency reply that blurs this can create a promise the agency has no power to keep.
For AI-drafted replies, "who decides" needs to be a written fact. A language model will try to answer "when will I get paid?" with a date if it can. This page is general information. Only the policy, the carrier and a licensed agent can confirm coverage, payments or rates, so have a licensed professional review claim replies before they go out.

In the Reply Faster: Claim-Status Emails lesson, Denise Harper hit a deer and has a claim open with Harbor Mutual through the made-up Stonebridge Insurance Agency. Her adjuster, Rachel Moore, has scheduled an inspection for Friday, Oct 2, at Kessler Auto Body. Denise's email asks: "When is Harbor Mutual going to pay? The body shop says they can't start until the insurance approves it."
The facts you give ChatGPT set the roles out clearly: "Harbor Mutual decides when and how much it pays, not our agency. After the inspection, Rachel writes the estimate and works with the body shop. We can't promise a payment date." The agency rule adds that it never promises payment dates, amounts, coverage decisions or rates on the carrier's behalf.
The final reply answers "When will you be paid?" with exactly that: Harbor Mutual decides, so Tom can't promise a date, followed by what Rachel will do after the inspection and her direct number for setting up a rental.

Common confusions
Adjuster vs agent
The agent sells and services the policy and is the client's usual contact. The carrier's adjuster handles the claim itself. In the lesson, Tom is the agent and Rachel is the adjuster.
Staff adjuster vs independent vs public adjuster
Staff and independent adjusters work for the carrier, directly or on contract. A public adjuster is hired by the policyholder. Which one a client is dealing with affects who they should ask.
Tips
- Give clients the adjuster's name, claim number and direct line in every claim update.
- Put "the carrier decides payment" in your AI facts, word for word.
- Remove policy numbers and personal details before pasting a thread into AI, and follow your agency's data policy.
